The CDA’s home repair loan program expands to reach more Washington County, MN, homeowners

Safe and well-maintained homes are essential to strong, thriving communities. That’s why, in March 2025, the Board of Commissioners approved an expansion of the CDA’s low-cost home repair loan programs. The newest option, Repair and Renovate, is available to homeowners with incomes up to 115% of the Area Median Income (AMI). Importantly, this program is also open to owners of manufactured homes, ensuring more of our neighbors have access to the support they need.

How Can the Loans be Used?

The CDA’s home repair loan programs prioritize health and safety, accessibility, functionality, and energy efficiency, such as:

  • Plumbing issues that are causing water leaks
  • Wiring issues causing electrical hazards
  • Building code violations
  • Accessibility updates for seniors or those with a disability
  • Stairways or exterior doors in significant disrepair
  • Window weatherization
  • HVAC issues

How is the Loan Repaid?

The CDA’s loans help income-eligible homeowners afford the repairs they need to keep their homes in good shape. The loan terms support the borrowers with no interest and no monthly payments. The loan is paid in full when the home is sold, the owner moves out, or the property is refinanced to remove equity.
