NOTICE OF AVAILABILITY OF FUNDS
Washington County CDA is soliciting proposals for affordable housing and community facility projects to be funded through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME).
Estimated Competitive Funds Available: Approximately $420,000 of CDBG funds and $140,000 of HOME funds will be available for Program Year 2023.
As a member of the Dakota County HOME Consortium, the following funds will be available to a certified Community Housing Development Organization (CHDO):

Availability of Funds: Funding year begins July 1, 2023*. Funding is available once HUD grants approval and disburses funds to award agencies.
Eligible Uses of Funds: The following items have been identified as high priorities:
- Development and/or rehabilitation of affordable rental and owner-occupied housing for households up to 80% AMI
- Transitional and Permanent Supportive Housing
- Emergency Shelter
- Public Facility and Infrastructure Improvements
All projects must be able to document that project beneficiaries are low and moderate income households or persons. Federal Requirements: Projects may trigger Prevailing Wage, Section 3, Fair Housing, ADA compliance. Please ensure any costs for compliance are factored in with your total project costs.
Eligible Applicants: Funds may be requested by government entities, nonprofit organizations, faith-based organizations, and private developers for projects within Washington County. Funds awarded to private developers (and others who meet specified criteria outlined in the application) will be in the form of a loan. Selection Criteria: Funds will be distributed on a competitive basis. Application consideration will only be given to projects that meet a high priority need identified in the Washington County 2020-2024 Consolidated Plan. Selection criteria are listed in the application packet.
Application Deadline: Proposals will be accepted until 4:30 p.m. on Friday February 10, 2023.
