NAHRO Recognizes the CDA with Prestigious Awards
| During this challenging time of affordable housing options, I’m encouraged by the people who work tirelessly on behalf of others, finding creative solutions in every corner of the housing industry. I’m honored to work alongside so many of them—and not at all surprised that their efforts have been nationally recognized.
Washington County CDA Executive Director Melissa Taphorn has been awarded the 2025 NAHRO Outstanding Professional of the Year Award. This prestigious recognition was presented during the National Association of Housing and Redevelopment Officials (NAHRO) National Conference and Exhibition held in Phoenix, AZ. The Outstanding Professional of the Year Award is NAHRO’s highest and most distinguished honor. It is presented to exceptionally qualified and influential professionals who have made outstanding contributions to housing and community development. Each year, only a small number of individuals nationwide are selected for this award based on the merit of their extraordinary service and contributions. Melissa was one of only three leaders across the country recognized this year. Her vision, dedication, and leadership have been instrumental in enhancing the quality of life for countless people in Washington County and throughout Minnesota. In addition, the Washington County CDA received a prestigious NAHRO Award of Excellence for our role in developing Bluestem Apartments in Cottage Grove! Selected from the larger group of NAHRO Awards of Merit winners each year, the Awards of Excellence represent the best work of housing and community development agencies nationwide. This year, seventeen Awards of Excellence were presented at the annual conference in Phoenix, AZ. Bluestem Apartments is a new development that provides 52 affordable homes for low-income seniors. The Washington County CDA partnered with Trellis Corp., a local nonprofit developer and owner, to make the most of limited federal housing resources and help stabilize housing costs for our lowest income elders. This project was made possible through the use of multiple funding sources, including American Rescue Plan Act funds provided by Washington County and additional funding from the City of Cottage Grove, ensuring long-term affordability for residents. Frana Construction and Kaas Wilson collaborated as builders and architects on the design and construction of the development, which opened in spring 2025. These recognitions highlight what’s possible when dedicated partners, creative thinking, and a shared commitment to community come together. Congratulations to Melissa and to everyone who helped make Bluestem Apartments a reality—your work continues to inspire hope and opportunity across Washington County.
