As the season turns to winter, we’re honored to share the grand opening of the new Emergency Housing Services Building (EHSB) on the Washington County Government Center campus in Stillwater. Centrally located in the county and close to essential services, the EHSB will help serve as a stable foundation, helping those facing homelessness get back on their feet and on the path toward permanent housing.

The two-story building includes 30 units and is designed to temporarily support adults, including those with disabilities and accessibility needs. Residents can choose to stay with a partner in designated units, and pets (within guidelines) will be allowed. Construction began in November 2024, and doors will open to residents in December 2025.

Washington County is the owner and operator of the building; the CDA served as the developer, and many key partners helped to bring the innovative project to fruition: the City of Stillwater; Jorgenson Construction, Inc.; Atmosphere Commercial Interiors; the architectural firm LHB, Inc.; Rockwise Strategies; and Stepping Stone Emergency Housing, provider of supportive services and onsite case management for the residents.

Melissa Taphorn, Executive Director of the Washington County CDA, observed that “The success of this project was no small feat and is a testament to the commitment and collaboration of the many partners that brought it to fruition. These partnerships are ongoing; as individuals exit these doors, it is the CDA’s hope to welcome them into the comfort and stability of our homes.”
