a crowd of people at an award ceremonyThe Washington County CDA is proud to announce that Executive Director Melissa Taphorn has been awarded the 2025 NAHRO Outstanding Professional of the Year Award. This prestigious recognition was presented during the National Association of Housing and Redevelopment Officials (NAHRO) National Conference and Exhibition held in Phoenix, AZ.
The Outstanding Professional of the Year Award is NAHRO’s highest and most distinguished honor. It is presented to exceptionally qualified and influential professionals who have made outstanding contributions to housing and community development. Each year, only a small number of individuals nationwide are selected for this award based on the merit of their extraordinary service and contributions.
Taphorn was one of only three leaders across the country recognized this year. Her vision, dedication, and leadership have been instrumental in enhancing the quality of life for countless people in Washington County and throughout Minnesota.
“Melissa exemplifies the very best of leadership in our field, and I was honored to be present at the award presentation,” said Board Commissioner Peggy Larsen. “Her work has improved lives across our communities and set a strong example for others in housing and community development. My fellow commissioners and the entire CDA staff are thrilled to see her receive this well-deserved national recognition.”
Taphorn has served as Executive Director of the Washington County CDA since early 2020, where she has led legislative advocacy at all levels of government to increase affordable housing, preserved affordable housing, facilitated significant progress in affordable housing development, notably contributing to one of the nation’s pioneering Restore-Rebuild projects, with additional initiatives currently in progress, and supported innovative partnerships, programs, and developments that strengthen communities, stabilize housing for vulnerable populations, and expand opportunities for residents. Her work continues to reflect the CDA’s mission of improving the lives of Washington County residents by providing access to affordable housing and supporting community and economic development in local municipalities.
